- Summary
- Sends Floridablanca's letter of 24 February. Jay thinks American independence will be recognized if we accede to certain terms. This is not liberal but nations usually deal this way. France will try to put us in her debt in forming the Spanish alliance which actually may aid the business. Jay contested Gerard's opinion that a treaty could only be made by conceding on the Mississippi question. We have now gone too far since Spain is now at war with Britain.
