- Currently supplying American sailors. Needs order from Congress authorizing them to oblige all American captains at Cadiz to take a certain number of people with them on board. The captains give many reasons why they cannot take fellow Americans on board without paying their passage. This forces them to send people on neutral vessels, which often sends them farther away and even into the service of the English.
