- Complaint about an American frigate of war, newly arrived at Coruna with two Irish infantry deserters aboard. The [Spanish] commandant of the province claims them but the captain refuses to give them up, claiming that the ship and its contents belong to the French king. Dismisses this reasoning; the men should have been given up to the Spanish commandant whether French possessions or not. Asks Jay to write to the captain immediately to ask him to give up the men. Promises they will not be punished. Hints that as American ships are welcome in Spanish ports and receive fair treatment, the Americans should act with equal politeness to their hosts. In French.
