Summary
As soon as examination of accounts completed, will pay the balance due. Grateful that Cabarrus' advanced Jay $20-30,000, but as the debtor was the United States of America, expected a far greater sum to be lent. Dismisses the idea of it being a risky venture and disputes Cabarrus' claim that he helped Jay quiet the Marquis d'Yranda or advanced him money for personal use other than the salary due him. Also denies that Cabarrus did him any favors by taking up this particular bill and advancing him the money, or that Cabarrus was instrumental in accelerating the payment of $26,000. Jay's honorable character, both public and private, ought to have been enough to secure the advance. Finally, places blame for the French ambassador and Spanish minister's rejection of the loan on Cabarrus himself, who changed the terms of his offer to take up the bill.
