Summary
Considers the bill on the council of revision to be an insidious measure and the plan of finance wicked. Thinks Georgia. is in the hands of the enemy. No great fear for South Carolina. All departments are placed under General Washington so we must look to him for protection of the New York frontiers. Lack of bread in the East and South. Coast from Delaware to Chesapeake infested with privateers. The state immersed in politics. Formidable opposition to the constitution. The President's want of temper has injured him.
