- Summary
- Resume of the negotiation over the bills to date. States that Gardoqui hinted that in return for Spanish acceptance of the bills America should offer something such as the Mississippi, ship timber, vessels, tobacco, etc. All Jay could offer was to repay with proper interest. The next day Del Campo said Spain was not in a position to aid them and America should ask her ally France. Also stated that American affairs were in confusion. Has accepted bills to $1,110. Spain will accept no more than the $14,000 she has taken to now. Only France can aid Jay now. Bills for $50,000 remain unaccepted and most are in the hands of merchants and no more delays can be obtained. Spain has offered clothes and a loan of $150,000. Jay will do his best to facilitate this offer.
