- Le Couteulx & Co. has supplied to the American sailors Rtep.-1978-12S. Will continue to render service but need an order from Congress empowering them to oblige all American captains to take a certain number of people and to pay them a certain sum for their provisions. The Americans never fail to have good motives for not taking their countrymen on board. So many are put on neutral vessels and many engage in the English service.
