- Articles between Oswald, Jay and Franklin not to go into effect until Britain makes a treaty with France since U.S. will not desert her ally. Treaty to be formed on principles of equality and reciprocity. Acknowledges America as independent. Establishes boundaries through Great Lakes to Mississippi. Down Mississippi to 31 degrees North latitude and across this latitude to Atlantic Ocean. Britain will remove her troops from America and all prisoners on both sides will be freed. Both nations can fish off Newfoundland and dry and cure there. Mississippi river to be open and complete reciprocity in trade between the two nations (except in regard to the East India Co.).
