- Regarding the articles in the Pennsylvania Packet of the 2nd and 5th January on the Silas Deane affair by Thomas Paine under the title "Common Sense," and to Gerard's letters of the 5th and 10th Jan. on this article, Congress resolved: it disavowed the articles and are convinced that the supplies sent by France were not a present. The alliance between France and America was not prefaced by supplies sent to us. They have not authorized anyone to make such statements. Jay transmitted this resolution and states his approval of it.
