Summary
Report of the Committee on the operations of the next campaign: the state of the arms, clothing and provisions, the lack of cooperation of the states whose troops would be involved, and the precarious approach and the threat of the Indians lead the Committee to ask for a postponement of any plan of attack; even if the states had the cooperation and aid of the French. Time alone will dictate whether we should undertake the emancipation of Canada. We will take every measure possible, however, in the hope that such a plan can be matured.
