- Summary
- America will aid Spain in conquering the Floridas from Britain. But we can give no military assistance. If Spain conquers the Floridas. America will guarantee them to her to same extent as they were held before the treaty of 1763. U.S. must have navigation of Mississippi to sea. Try also to get a free port at mouth. But this is not an ultimatum. Also ask for a loan of $5,000,000. In other matters Jay is to govern himself by the treaties between U.S. and France.
