- Bill by which the New York Assembly approved the actions of the Council of Safety was passed through efforts of Assembly men who have served on Council. Council of Appointment opposed bill, but as Jay was only one present at hearing date, the bill became law. Although annoyed at [Robert R. Livingston's] laziness, he has not lost friendship for the man. Warns Morris to avoid appearances of having Tory acquaintances in Philadelphia.
