- This is a manuscript copy. Suggests that Commissioners appointed to adjust U.S.-British claims, be either merchants or lawyers. For merchant suggests Higginson of Boston; for lawyer Judge Paterson or Mr. Marshall. Merchants considering British creditor's claims should be appointed from states north of Potomac, preferably Philadelphia. Agrees with Sir John Sinclair that new inventions should be encouraged by governments, but does not think time is opportune to make such a legislative suggestion.
