Summary:
Permission given to privateers to attack and subdue all ships of Great Britain except those bringing immigrants and arms for the American cause. The ships shall be brought to a convenient court for trial in admiralty court. The captain and all written documents shall be turned over to the court also. The ship and cargo of every ship shall be preserved until designated lawful prize. No cruelty or inhuman torture to be used under pain of severe punishment. A written report to Congress of all captures. No ransom of captives. The colonies shall dispose of them. If these instructions are violated this commission will be forfeited.
