Summary:
Have heard that Henry Laurens is due to arrive in Holland; some bills drawn on him have been presented to them, and they have asked the holders to wait for his arrival. Feel that Holland has gained greatly by joining the alliance with Russia and the northern powers. Dutch vessels remain in harbors awaiting the arrival of the Russian fleet. Clinton's defeat in South Carolina will have great effect on British politics.
