- Enclosure in 10256. Jay does not feel equal to advising Floridablanca on the best manner for offering monetary assistance to the United States since he is a stranger to the resources of Spain In regard to building vessels, it has never been the policy of nations to expect the repayment of war loans until the war is over. If this is the only basis for making a loan to the United States, such a plan will be fruitless. Jay is sure of the friendliness of Spain and that some plan will be worked out for paying the debts.
