- Report on consuls: We should have them in Russia, Sweden, Denmark, Germany, Netherlands, Britain, Ireland, France, Portugal, Spain, the Canaries, Madeira and certain ports in Mediterranean. Certain of these should be designated consul generals. These should appoint the consuls for the other ports. He may also suspend them if necessary and appoint others. When peace established with Barbary a consul general can be appointed but at present he should reside in Lisbon. They should receive good salaries and not engage in trade. We should have five consuls general at $5000 a year. Should they receive fees? We must know the extent of American trade in various ports. We can add consuls as needed.
