Summary
Outlines the need for consuls in various ports in Europe. The ministers should be appointed to the post of consul-general, and should have authority to discharge consuls under their authority. While consuls may be permitted to engage in trade, the consuls-general shall not be permitted to continue in office if they enter into trade. Appointment of consuls to France should be delayed, pending the completion of the consular convention under consideration. In the case of Britain, her language and customs are so well known that it will probably prove unnecessary to appoint consuls. None of the consuls should be entitled to fees for their services.
