Summary
Acknowledges ratification of his last loan, requests instructions for opening anew loan. Adams is persuaded that the appearance of an American minister at British Court will have good effects upon American affairs in Europe not only in respect to England and America. Urges that States fulfill the treaty terms so that England may not claim the right to violate the treaty. Regrets the demand for the delivery of Longchaps; thought his punishment satisfactory. The demand not justified by the law of nations, where there is no convention.
