Summary:
Visit to the Secretary of State by appointment. . Carmarthen expresses good dispositions towards America; reciprocated by the American people. Six principal points to be discussed: the posts and territories; deportation of Negroes; restrictions on trade and their fatal consequences; payment of debts; construction of armistice of the 20th Jan, 1783; liquidation of the charges of prisoners of war. Comments on these points, the affair of the posts the most pressing. Carmarthen desires something in writing. Carmarthen will inquire the determination of his Ministers; future course of Adams laid down. P.S. Remarks of Carmarthen on the proceedings at Boston, which he was sorry to see. Reply thereto.
