Pleased with an act of New York legislation investing Congress with power to make commercial treaties; English disbelief in American solidity. English opinions of taste and prosperity in England, disposition to war with America, attachment to navigation act. Adams despairs of a commercial treaty until England feels a need for it. Recommends the States grant Congress the same power New York has granted it; no hopes of a treaty without unanimous concurrence of all the States.
