Summary:
"There have been some appearances of an intention in Ministry to take up American Affairs," as a result of conferences between Ministers and merchants. "Nevertheless I have no confidence in this at all." Ministry pretends to say Pitt assured them he sees the matter in a new light; intimation America can have whatever she desires except free trade with the West Indies. But if Ministry desires equitable settlement, they cannot yet carry it in Parliament so Adams advises continuance of trade restrictions and passage of other duties and restrictions
