Summary:
The Ministry admit the right of owners of Negroes to be paid for the loss of their slaves. Adams has therefore not submitted a memorial to the Ministry on this point, but has confined his memorials to the frontier post question. Adams warns that any demands of American citizens or states will be useless until the States repeal the laws preventing repayment of British debts. Suggests repeal and repayment of the old debts.(Encloses "two acts of Parliament and the King's last proclamation.")
