- Summary
- On Necker's return to the treasury he found only 400,000 livres in bills in the exchequer. This low sum was diminished still further by such occurrences as the necessity of selling wheat the King had imported because of the scarcity of grain at a figure below cost; the need to employ 12,000 men who were out of work, paying them twenty sous a day, providing tools and overseers; the great amount of smuggling. It will be possible to restore the credit of the kingdom in two months, however, with a loan for thirty million livres in bills at five percent interest. The National Assembly must act quickly in approving this plan if the kingdom is to be saved. Trans., by John Pintard.
