Summary
Asks that the King explain the presence of large numbers of troops in Paris and Versailles. Warns that the people in the provinces will think that the liberty of people in Paris and Versailles is being restrained. The presence of troops will enrage the people; and the troops, whose passions and interests are the same as those of the people, will side with them in the event of any tumult. The King ought to dismiss the soldiers, particularly the foreign troops which are so expensive. Among the noble signers are Rochefoucault and the Count de Cressy; among the clergy, the Bishop of Chartres, Abbe Joubert, and the Archbishop of Vienne; among the commoners, Robespierre and Villeneuve.
