- Autograph letter signed, with Spanish translation. Announces arrival of new instructions from Congress, dated 28 May. By these instructions, Jay is to "disavow" any secret understanding between the United States and Britain. Assures Floridablanca that the instructions "confirm in the fullest manner the assurances ... I have heretofore made to your Excellency respecting the sentiments and dispositions of the United States." Congratulates Spain on victory at Pensacola.
