- Repeats British demand that provision be made for restitution for refugees, and ventures hope that the American commissioners will not jeopardize the advantageous peace terms they are offered in their desire to gratify resentment against individuals. In departing for London, Strachey hopes to carry back their agreement to some restitution, and sets forth his travel itinerary to enable them to communicate with him.
