Summary:
Calls attention to numerous earlier demands that property of refugees be restored, or if that be impossible, that restitution be made to them. He emphasizes that this demand extends not only to those who have fled North America, but those who still remain in parts held by British forces. Also calls attention to fact that no answer has been given to British request that a General Amnesty be given to those persons in confinement. Urges that the American Commissioners make some stipulation concerning above matters before negotiations proceed.
