- Summary
- They regret that the restoration of refugee estates confiscated by the various States, cannot be affected by the Congress, which body is constitutionally powerless in this regard. They hesitate to mention the inflammatory incidents concerning the refugees, and will not stipulate for compensation unless British will make retribution to American citizens for property destruction. Suggest that Britain should not continue the war solely to benefit those people (refugees) who caused and prolonged the war.
