Summary
Congress pleased with the governance of Count de Galvez for Havana as opposed to his predecessor's treatment of Americans in his territory. Wishes it mentioned to the Count, and hopes to assure Spanish king that these kind and just acts affirm mutual friendship and the United States misses no opportunity to acknowledge and do the same. Congress pleased with how Mr. Gardoqui seconded the Count and treated the Americans in question.
