- Acknowledges receipt of 5 August. The circumstances and manner in which commissioners have been appointed to effect the seventh article of the treaty is the surest pledge America has of the friendly disposition of the British Ministry. Bayard is glad that Colonel Jonathan Trumbull, recently arrived in England, was appointed commissioner. At the first meeting of the Board of Commissioners on 10 October, Bayard presented the case of the Betsy. Bayard is happy that the state of New York has so amended its penal laws as to substitute "the means of repentance and amendment instead of legal revenge, disgrace and punishment," and that John Jay had so large a part in carrying these reforms into effect.
