Summary:
Even those Dutchmen who are friendly to England have found Sir Joseph York's last memorial an insolent provocation. Five states of the United Provinces have acceded to the policy of armed neutrality, and two others have assented conditionally. It is the De Neufvilles opinion that the United States would be wiser to attempt to obtain a single loan than separate loans, like the one presently being sought from Spain.
