Summary:
Typed transcription of letter from the Frank C. Monaghan Collection. De Neufville feels that Holland's policy of armed neutrality must become the instrument of a general peace. If it is not accepted by Russia and England, it will work against them. De Neufville is in touch with John Adams concerning the loans. Little progress is bring made at present because the Dutch States and Russia are also trying to borrow money in Amsterdam, but De Neufville & Son will continue efforts on behalf of the United States. Original an Autograph Letter signed endorsed "Recd 13 July 1781"
