Summary
Washington has heard that General George Clinton has been invested with thepower to call out the militias of Ulster, Orange, Dutchess and Westchestercounties until August 1, when the new legislature of New York State is to meet.Washington fears that it will be some time before the new government will beginto operate with Clinton as Governor, and that there will be a gap between thistime and the expiration of Clinton's powers to call out the militia. The time of Clinton's powers ought to be extended, or someone else should be empowered tocall out the militia until such time as one might reasonably expect that thelegislature attend to such matters.
