- Fears Congress will not re-assemble promptly after recess. Concerned deeply with public affairs. Comments on Shays' Rebellion. "It is true that Order usually succeeds Confusion, but it is a high price to pay for order; especially when a little virtue and good Sense would procure it for us on very reasonable Terms. "The "best Men" should participate more fully in state legislatures as well as in Congress. "It is Time for our people to distinguish more accurately than they seem to do, between Liberty and Licentiousness." Reports here of conclusion of treaty with Morrocco. Will have little effect while other Barbary Powers remain our enemies "and that will probably be the Case, while our Treasury continues in its present State."
