- Located in the "1795 Letterbook" Enclosed in John Jay to Thomas Mifflin, 9 Sept 1795. Pennsylvania has stopped all intercourse between New York City and Philadelphia due to rumors of epidemic in New York City. To ascertain nature of the disease, John Jay has solicited medical info. from the medical authorities. Since members of the Common Council of New York City reside in the various wards, they must know the extent of the disease, and their impressions are therefore requested by John Jay, to be forwarded to Mifflin, the governor of Pennsylvania
