Summary
Jay approved the amendment to State Constitution directing Governors to nominate officers to legislature but felt a better clause could be devised. Jay against judges appointing clerks, the judges are appointed for life and might well select their favorites or relatives for clerks these, being dependent on the judges, collusion might follow. The council on the other hand has a constant turnover. Discusses the licensing of attornies. Favors the Connecticut plan for nominating and electing Senators. Jay would have liked an oath of allegiance to the United States and renunciation of allegiances to any civil or ecclesiastical power. Also is for a clause against slavery; would like one for literature. (ADft)
