- Summary
- Robert Montgomery had no authority to make a treaty on the part of the United States with Morocco. Congress pleased with Crocco's friendly disposition. Only the many activities of Congress have prevented their forming a treaty with Morocco before this. The American commissioners in Paris have instructions on treating with representative of Morocco. Hopes the American vessel captured by them will be released and no recognition of any person without official commission to treat.
