- Summary
- Circular sent to William Smallwood, the governor of Maryland. Encloses letter from John Adams from March 4, 1786 and other papers, and enjoins him not to let them leak out to the press until further action is taken. Has heard a treaty between the United States and Portugal is being concluded but that it did not look good for negotiations with the Barbary States. Decries the fact that the national Treasury is not adequate for supplying national needs.
