Comments on the recent Congressional resolution directing the printing and distribution of 10,000 copies of documents relating to X,Y, and Z affair. The most beneficial distribution, I have thought, could be made by some well-informed and faithful citizen in each state. To such gentlemen I have concluded to transmit them ...' Asks Jay to take responsibility for their distribution in New York state, making sure that they go to areas where there are few newspapers or where existing newspapers are anti-administration.
