- Copies two paragraphs from a letter of Thomas Barclay dated 1 July 1783 from Auteuil informing Jay of his appointment by Congress as commissioner for the settlement of public accounts and requesting that Jay send him his accounts as soon as possible. He notifies Carmichael that Barclay's letter makes it his duty to ask Carmichael to come to Paris with all the books and papers related to American accounts in Spain without delay. Carmichael is to write by return post whether and when Jay can expect him, for without the information that only Carmichael can provide Jay will not be able to give Barclay a satisfactory and explicit answer on the accounts in question.
