- Hartley has ample and proper commission to conclude with United States. Discussing a temporary commercial regulation but he is waiting for more instructions. Franklin has received no account from Carmichael of the bills yet to be paid. Jay uneasy because it could eventually reflect on himself. Barclay authorized to examine and settle these accounts and Jay wants Carmichael ordered to send them to Paris for this purpose.
