Summary
Count Montfort, the bearer of this letter and formerly a major in Count Pulaski's Legion, desires to be employed in America. He has a plan of education which he will probably present, but Jay thinks that the time for such projects probably has not yet come. The Minister still delays. "I think that America will not have important if any aids from Spain."
