- Autograph draft. Jay thinks that Floridablanca has the letters which have not reached him. France and Spain have difficulties. Spain has "little money, less wisdom, no credit." "This man" is the most faithless and dangerous one Jay has ever met. Jay thinks that Spain intends to delay making any connections with the United States until a general peace, and thus avoid advances of money. This precedent could easily be used against them by their own colonies.
