Summary
Legislative session ended without much accomplishment. On some of Morris'
hints as to delinquent army officers, other influences seem to have been present. Wishes
Morris would write an article on New York Constitution, suggesting that Council of
Appointment ought not appoint its own nominees. Send it to him and he will look it over.
Trial of Schuyler, St. Clair and Putnam to be expedited? Vermont
issue.
