Summary
Thanks him for the copy of his report to the General Assembly of Louisiana. Various important remarks and reflections are just, but he wishes to suggest some hints on two of the topics. It is certainly proper that the state government have authority to appoint particular days for thanking God or imploring his assistance. But can any government be rightfully restrained from providing for the observance of the Sabbath. Also, can any government be justified in exempting murderers from capital punishment against the declaration of God to Noah that "whosoever sheddeth man's blood, by man shall his blood be shed."
