- Acknowledges letter of the 15th. South Carolina and New Hampshire seem safe for the Union. New York convention will probably have an anti-federal majority, but doesn't think they will be well organized. "An idea has taken air that the southern part of the State will, at all events, adhere to the Union; and, if necessary to that end, seek a separation from the northern." This idea has influenced the anti-federal party as they had not foreseen such an event-indeed, seem not to have taken into account any contingent or even probable events and organized a program to handle such matters.
