- He is pleased with the quality and character of the men chosen as Commissioners to adjust claims between Britain and the United States. The heat which has prevailed in relations between the two nations requires that moderation and good judgment govern future actions. Looks favorably upon the proposal to grant certificates of nationality to American seamen; for his part he is convinced that the barest assertion of American birth is sufficient to induce the British navy to release impressed seamen.
