Summary
Notes on negotiation of peace treaty. Encloses some "observations" designed to "narrow as much as possible" the points of discussion. Observations deal with points raised in John Jay's "notes" discussed 6 September. Hopes to have data ready for discussion of East Indies by Tuesday or Wednesday. Also includes two alterations to be made in the commercial project as result of 6 September conversations. Enclosure: "Observations Enclosed with the Above Letter" Contains Grenville's suggestions for revising Article 1; explanation for suggestion that St. Croix Commissioners meet in London; intent of his suggested articles on Mississippi navigation and admission of American shipping to Empire ports (Articles 5, 6,7). Also comments on Articles 8, and 11-18. Suggests changes of wording in Articles 2 and 3 of Commercial Project.
