- Summary
- Complaint of a Mr. Constable concerning delays in settlement of his claim against British Government for a condemned vessel. No good can come to Treaty from such complaints. Once such complaints reach America, will undo all John Jay's work in persuading nation that Britain does not seek delay. Shall try to "apprize Mr. Constable and others that the Delays which preceded the Treaty should be distinguished from those which may succeed it."
